About this pet

I have a family friend with a Tuxedo cat, their mom is making them get rid of him. His name is Kitty and he is 2 years old. He is neutered and super friendly. He does get on their conters, which to me personally is not the end of the world. That wasnt the case for their mom. He does also have skin issues that they arent sure what causes it. they tried changing his food with sensitive food. and also gave him flea medication and gave him baths with different things. None helped. He is still a playful and sweet cat nonetheless. They dont have any extra funds to pay for vet bills as they got him for free. Hoping there is someone out there that is financially stable to take her and help him. or even foster. I myself have 11 cats and feed multiple stray cats outside. I cant take in any more but I want to help him out so bad. Every rescue and shelters are at capacity. Someone give me some advice. im out of ideas here.
